The historical society, if you are in a historical area. You have your own code plus the normal one and an Architectural Review Committee to deal with. It really boils down to your location, whether you are in a historical area or not. Jut because you are not in a historical are today, doesn’t mean you will not be next year. You need to speak to planning to find out if they have submitted your area for inclusion. It really can make a big difference on a lot of code issues.
One thing I have learned over the years is you just need to do as they ask and get over it. Don’t bother to argue with them (meaning the Architectural review committee). Just do whatever they are asking for you to do. Even if it seems a little crazy, you will not win, so don’t waste your time and do not make any enemies either.
